When I referred to "great propaganda films" I was referring to Casablanca in particular. Propaganda is not exclusively made by one side or another. The scene where the man has an expired pass was in reference to the habit of German soldiers shooting Jews outside the ghettos with expired passes.

The Jews had their passports cancelled. The only identification they had to let them travel to work were health passes. The Germans would shoot those that had expired health passes to contain typhus.

The nazi's mandated thypus treatments and introduced the concept of the gesundheit pass (health pass) that the Hollywood movies ridiculed for 70 years.
