For normies: this means the vaccine does not create adaptive immunity, because you have already been exposed to Corona viruses in the past and COVID-19 isn't sufficiently different so there is nothing new for your immune system to learn. Therefore there is no benefit to the vaccine.

All it does is create a temporary boost in antibodies which is not a good thing in and of itself, and potentially bad.

Infact, there is plenty of evidence that is bad.

Haruo Ozaki chairs the Tokyo Metropolitan Medical assoc. which is under the direction of the governor of tokyo prefecture.

He is also a director of Japan medical association a public interest association which is a "government approved" association having members in most prefectures

So I guess it's like: hes the provincial/prefectural health officer, and all the provincial health groups colaborate in the Japan medical association.
