Spots are reserved for women who are more likely to quit to raise families. Spots go to foreigners with either falsified credentials, or are otherwise more prone to cheating and are once again unqualified. If they manage to graduate they take their degree home or move somewhere more desirable. If they stay they refuse to work in rural areas.
Keep this up for the past 40+ years and wonder why you have a doctor shortage and a low quality healthcare system.

72% have taken at least one dose. What are the other "92%" waiting for? The number has been flattening. And when people hear about the potential "third dose" and "still need to wear your mask" the few who were pressured into getting it but are still capable of independent thought don't return for their second dose. If they keep pushing and implicitly threatening you might end up with 75%-80% partially vaccinated and 70-75% fully vaccinated.
